WHO CAN APPLY


Business and property owners

Italian and foreign undertakings (with a registered office in Italy), of any size:

  • Undertakings operating in one of the "Accommodation and Food Service Activities" sectors identified by the ATECO classification codes listed in Art. 5(1) of the Ministerial Decree of 16 March 2026, and meeting the eligibility requirements set out in paragraph 3.
  • Undertakings trading for at least three years which, although not carrying out activities falling under the ATECO codes referred to in Art. 5(1) of the Decree of 16/03/2026, can demonstrate that their turnover is predominantly generated by tourism-related activities falling under the codes in paragraph 1. Such applicants must also satisfy the requirements set out in Art. 5(4) of the Decree of 16/03/2026.


Property Owners

Owners of the properties may apply by relying on the eligibility credentials of the operators running the facility, provided that the operators are duly entitled, give their consent, and that the contractual relationship is maintained for the entire duration of the investment.


Joint applications

Up to a maximum of five undertakings grouped into a "rete" (business network) registered with the Chamber of Commerce for at least three years and structured as a "rete soggetto" (network with separate legal personality). The investment plan is to be delivered through a network contract (contratto di rete, Law No. 33 of 9 April 2009, as amended). The network contract must establish genuine, stable cooperation, consistent with the way the activities are organised and expressly directed at delivering the proposed project.


WHAT IS FUNDED


Investment programmes and investment plans primarily directed at improving energy efficiency and/or generating energy from renewable sources.

a) Primary works (interventi trainanti) - min. 51% of eligible expenditure

Investment programmes with a value of between €1 million and €15 million, commenced after submission of the application, primarily aimed at improving the energy performance of tourism facilities and/or at renewable energy generation (Annex 3 to Directorial Decree No. 96263 of 18 June 2026):

  • - insulation of the building envelope and of distribution networks;
  • - replacement of window and door assemblies and glazed surfaces;
  • - installation of green walls or green roofs;
  • - installation or replacement of solar shading devices and passive climate-control systems;
  • - water-efficiency upgrades and upgrades to lighting, vertical transportation (lifts), pool plant and catering installations;
  • - asbestos removal and disposal (where instrumental to the works);
  • - replacement of existing boilers;
  • - installation of zoned central HVAC systems using fan-coil or underfloor radiant distribution;
  • - reinstatement, including structural reinstatement, of buildings or parts thereof that have collapsed or been demolished (subject to verified pre-existence);
  • - replacement of floor finishes, wall finishes or internal infill walls;
  • - installation of lightweight structures in the form of bioclimatic pergola-awnings (pergotende);
  • - installation of systems for the generation of electricity, heating and cooling from renewable sources;
  • - improvement of the energy efficiency of heating and cooling systems;

b) Secondary works (interventi trainati) - optional

c) Digitalisation works carried out as secondary works - optional

d) Ancillary works - optional

Secondary works may be directed, among other things, at the digitalisation of the tourism ecosystem and of tourism supply chains, at investments aimed at meeting environmental, social and governance (ESG) criteria, at the provision of building automation systems and smart metering to enhance the effectiveness of energy efficiency measures, at reducing energy consumption, and at other ancillary works.

The above works may be supplemented by investment in advisory services, available exclusively to SMEs, as well as in environmental and energy advisory services, available to undertakings of any size.

Each undertaking may submit one application only, which must relate to a single, coherent investment programme or plan covering the delivery of one or more investment projects across one or more facilities/local units.


The works must be completed within 18 months of the date on which the aid is granted and, in any event, no later than 30 September 2028.


THE AID PACKAGE


Aid is granted within the maximum aid intensities permitted under the applicable Articles 18, 28, 38, 38-bis, 41 and 49 of the GBER (General Block Exemption Regulation), or alternatively on a de minimis basis, and takes the form of a combination of non-repayable grants and subsidised financing.

In order to comply with the allocation of available resources set out in the Decree of 16 March 2026, aid is distributed according to a predefined aid mix:

  • 54% as a non-repayable grant
  • 46% as subsidised financing


HOW TO APPLY


Applications may be submitted exclusively through the online portal, accessible via the dedicated section of the scheme's website (www.invitalia.it), from 12:00 noon on 15 July 2026 until 17:00 on 15 September 2026.
